Closure Hearings

closure-hearing-05The law requires an Administrative Law Hearing to be held to determine if a proposed Relocation Plan is sufficient to mitigate the losses incurred by BV residents if they are forced to move. The Hearing is presided over by a Hearing Officer, and a court reporter transcribes it. The residents and property owner had their attorneys present for the Hearing, held May 12-14, 2014. Expert witnesses testified, as did residents and the public There was simultaneous translation of all proceedings provided to Spanish speakers. The Hearing Officer, Craig Labadie, will render a decision in late August or September. The decision may be appealed to the City Council.

Eachclosure-hearing-04 night the large Hearing room was standing room only. Residents in their black, “Save our Homes” T-shirts, and most other attendees wearing yellow stickers of support. The media were there in force – TV, radio, and print., local, regional and national. The PA Weekly and Community Media (through city auspices) filmed the entire 3-night hearing, posted here for your viewing.

Day 1 – May 12, 2014 – Expert witness, Dr. Kenneth Baar from UCLA (attorney and prof. teaching urban development, affordable housing).

Day 2 – May 13, 2014 –  Residents and some public testified. Expert witness, Dr. Amado Padilla from Stanford Ed. School testified about BV families and children and the significance of PA schools to them.

Day 3 – May 14, 2014 – Public and some residents testified.
